I it possible to downgrade 3.03 without GTA

Currently no, there is no way yet.

The exploit only runs throught the un-patched version of GTA: LCS. Unless there is a new exploit found that runs through the TIFF, this is the only way...

If you want to downgrade your PSP, you may be able to find the unpatched UMD at a rental store. Use my tutorial to downgrade:

Make sure it's the un-patched one or it won't work...

You need the UN-PATCHED game. The game code on the side of the case should be ULUS 10041 (US version) Try going to a place like BlockBuster and renting the game.
