Firmware 3.10 OE is a custom firmware. This only works on a 2.71 PSP not a 2.81. If you want to downgrade your 2.81 PSP to custom firmware, you have to follow this tutorial:
[Tutorial] Downgrading a v3.03 PSP to v1.50/v3.03 OE NOTE: you need to upgrade to 3.03 to downgrade to 1.50, then to 3.10 OE. You also need the un-patched version of GTA: LCS to perform the downgrade. All instructions are all in the tutorial.
